Kelsey Hubbell currently serves as the Communications, Engagement and Outreach Manager for the City of Philadelphia’s Office of Innovation and Technology. She recently participated in the City’s 10th cohort of the Academy for Municipal Innovation and is a member of the Planning Committee for the Young Employee Resource Group.

Before moving to Philadelphia in 2022, Hubbell was born and raised on Detroit’s east side, graduated from Wayne State University, and spent most of her early career working with Detroit nonprofits and community organizations including the League of Michigan Bicyclists, Citizen Detroit, The Children’s Center, MoGo Detroit Bike Share, Detour Detroit, Challenge Detroit, etc. through her consulting firm, Roots to Rise Detroit. She’s an avid cyclist, transit user, and urbanist with a commitment to creating and supporting accessible cities and communities.
