Gary is the Commissioner of Corporate Services and Chief Financial Officer for Canada’s 6th largest City, Mississauga, leading a team focused on delivering innovative, strategic and integrated services. He is also the CEO of Enersource Corporation, a strategic partnership between the City and Borealis Inc. and a Board Member of The Canadian Association of Municipal Administrators (CAMA).

A Graduate of Glasgow Caledonian University, the Directors Education Program from the Institute of Corporate Directors, Rotman School of Management, UofT, and the Bloomberg Harvard City Leadership Initiative , he is a professional accountant with the ACCA and a CPA, CGA. 

His experience includes engaging 100,000 citizens as he co-chaired the development of the City’s Strategic Plan and implementing the largest deployment of Lean methodology in a Canadian municipality. Gary previously worked in the UK as Finance Manager for a large private sector transit company experiencing deregulation, privatization, flotation and mergers in that industry.

In addition to CAMA, he volunteers on ACCA’s Public Sector Global Forum, the Professional Advisory Committee for Sheridan College, and One Investment board.

He has volunteered and lived with his family in Mississauga all his Canadian life.
